Course description and aims

This course focuses on the theory of public planning in the field of civil and environmental engineering. This course starts with the overview of environmental policies and covers social dilemma problem, utility theory, voting theory, social procedures based on legal philosophy and so on. Besides, this course highlights planning theory and its practice including communication process in infrastructure planning. This course encourages students to understand the importance of planning framework and institution in order to realize public planing projects for our better future.

Student learning outcomes

At the end of this course, students will be able to:
1)Have an understanding of planning problems related to civil and environmental engineering, such as climate change and environmental impact due to land development, and have a basic understanding of the corresponding countermeasures.
2)Explain the outlines of social dilemma, utility theories, voting theory and proper process, on the basis of lecture and exercise.
3)Have an understanding of the theory of planning process including communication process and design a specific planning process in brief.
4)Have a basic understanding of social requirements of planning framework and institution.

Class flow

At the beginning of each class, the outline of the class is briefly explained after the previous class is reviewed. Exercise problems are often given to students during the class. Requisite corresponding, discussion is facilitated and its report is required to submit at the beginning of the next class. Preparation is necessary before class.

Out-of-Class Study Time (Preparation and Review)

To enhance effective learning, students are encouraged to spend approximately 100 minutes preparing for class and another 100 minutes reviewing class content afterwards (including assignments) for each class.
They should do so by referring to textbooks and other course material.


A Text Book titled "Planning Theory for Infrastructure and Environment" (in Japanese) is used in the class.

Reference books, course materials, etc.

All reference books are written in Japanese but all materials used in class can be downloaded through Web.

Assessment criteria and methods

Student's course score is based on exercise problems and reports (35%) and final exams (65%).
