Course description and aims
This course focuses on theories and practices of regional and urban planning. Planning system and process for spatial plan and urban infrastructure plan are both emphasized and taught comprehensively in this course.
1) Principles of planning and planning systems in Japan, EU and the USA, 2) Fundamentals of planning process, 3) Theory and practice of public involvement and citizen participation, 4) Cases of administrative lawsuits, 5) Strategic environmental assessment and sustainability appraisal, and so on, are covered. Some discussions related to those topics are often facilitated in the class.
This course discusses on how to manage the planning process such as urban master plan or transport network plan, in conjunction with public communication which is coming recently substantial and essential in the planning process. It is described that taking a proper planning process from the beginning enables people and society to avoid unnecessary conflicts and raise their consciousness to public-minded issues surrounding their living environment.
Student learning outcomes
By completing this course successfully, students will be able to:
1) understand fundamental elements of planning system in Japan and foreign countries,
2) explain briefly ideas of planning process, citizen participation and public involvement based on the understanding of their theories and practices.
3) understand requirements of planning process and design a brief process in the field of urban planning and transport planning.

Class flow
Students should download and preview lecture material in advance from OCWi. They will research and present on planned practical examples, as well as do group debates and group exercises. Presentations are made on research regarding the planning systems and processes of several foreign countries, and on the research results. In addition, students are split into groups in the second half of the lecture to design a planning process and make a presentation on it. Problems are assigned in lecture as needed.
