Course description and aims

I. Electricity is energy which is essential in supporting our modern lives and industries based on the advanced technology. Society's dependence on electricity is increasing, and the scale of Japan's electricity business is at a globally high level. Students will learn more about the operation and management of such electric power facilities and the administration of electricity businesses, along with legal regulations concerning electricity businesses and facilities.

II. Students will learn the humankind history of the electricity business and its present state, the emergence of legal regulations concerning electricity and their changes over time, the Electricity Business Act, technical standards related to electric equipment, an overview of other legal regulations concerning electricity, and methods of operating and managing electricity facilities.

III. In this course, students will learn more about the operation and management of such electric power facilities and about the electricity business itself, and will understand main issues of legal regulations concerning electricity businesses and facilities.

IV. The completion of this course is required to obtain the national license for Chief Electricity Engineer without taking the nation examination.

Student learning outcomes

By the end of this course, students will be able to:
1. Understand the summary history of the electricity business of Japan.
2. Understand the changes of legal regulations concerning the electricity business, and the details of the Electricity Business Act currently in force.
3. Understand the responsibilities and work of a Chief Electricity Engineer and the attitude required.
4. Understand technical standards related to electric equipment.
5. Understand the operation of electrically powered equipment, maintenance in practice (facility management), and the energy situation in Japan.

Class flow

First, the instructor will present the course of development of the electricity business with the aid of diagrams and images. Then, he will explain what kind of legal regulations govern the electricity business. Further, he will explain the technical standards related to electric equipment, which has been called the constitution for electricity engineers. Finally, he will explain the operation of electrically powered equipment, management in practice, and the energy situation in Japan. A test to check attainment level will be given for the last half of the last day.
