講義概要

Objectives: By taking this course, students are expected to deepen their understanding of the major evaluation methods and their application in the evaluation of program, project, and social environment and the difference of evaluation system and culture between the countries. They will also acquire basic evaluation skills through performing evaluation of their chosen topics. 本コースでは主要な評価手法と，政策やプロジェクト、社会環境に関する評価手法の適用、国によるに評価システムや評価文化の違いに関して理解を深めると共に，身近な事象に関する評価実践を通じ，基礎的な評価スキルの習得を目指す。

講義の目的

講義計画

1. Dec. 4: Outline of the course. Introduction of the basic concepts of evaluation, Simple Evaluation Exercise: Evaluation of Chocolate chip cookies (コースの概要。評価の基本的な概念、簡単な評価演習：チョコチップクッキーの評価)
2. Dec. 11: Policy, Program and Project Evaluation, Monitoring and evaluation utilizing a logical framework, its basic concept and methodology. Exercise of Project Formulation Utilizing Logical Framework: Problem analysis, stakeholder analysis, analysis of objectives（政策評価とプロジェクト評価。指標の選択。ロジカル・フレームワークを使ったモニタリングと評価の基本的考え方と方法、ロジカル・フレームワークを使ったプロジェクト形成演習1: 問題分析、ステークホルダー分析、目的分析)
3. Dec. 18: Exercise of Project Formulation Utilizing Logical Framework 2: Making of log-frame, external conditions, indicators, assessment of the plan,(ロジカル・フレームワークを使ったプロジェクト形成演習2：ログフレームの作成、外部条件、指標)
4. Jan. 8: Group Presentations of the Formulated Projects： group presentation and project assessment (ロジカル・フレームワークを使ったプロジェクト形成演習3：：グループ発表と提案プロジェクトの評価)
5. Jan. 14: Result based management and evaluation, Impact evaluation, Survey methods, Making a Evaluation plan of your chosen topic（結果重視のマネージメントと評価、インパクト評価，調査手法の紹介，身近な事象を選んでの評価計画の作成）
6. Jan.22: Presentation of evaluation results and discussion（発表と討論：評価調査結果と改善提案）
7. Jan. 29: Presentation of evaluation results and discussion（発表と討論：評価調査結果と改善提案）

There is no specific text for this course. Some references will be introduced during the course.

成績評価

Evaluation: class attendance, positive participation in the case study work and discussion (50%), presentation and report (50%) 出席及び討論への積極的な参加(50%)、発表・レポート(50%)
