講義概要
国土と都市の計画体系について，その現状と将来の考え方を総合的に理解し習得する。そのため，１）わが国と欧米の計画理念と計画体系を学び，２）計画プロセスの基本的考え方，手続きの法律、 制度，３）市民参画プロセスの考え方などを理解する。また，４）行政訴訟と行政裁判，５）戦略環境アセスメント，６）計画の実践事例等を併せて学習し，受講者による調査と発表を行う。
講義の目的
Systems and Processes of Regional Planning and Transportation Planning are studied in this class and understood by students for the future sustainable development of a better society. To achieve this goal of the class, first we may learn about those systems in Europe, USA and Japan. Then, we study on the fundamental principle of planning process and regulations/institutions. We discuss on the citizen participatory process for those planning fields. This class will cover SEA (Strategic Environmental Assessment) and refer to litigation against governmental decision at administrative courts. Besides, planning practices will be discussed with students during the class.
